Parliamentary trackers
India's Online Assurances Monitoring System automates the cycle of a government assurance, from identification to the implementation report, and handles extensions, drop requests and transfers 1. The committee manual says requests sent by any other offline mode shall not be entertained under any circumstances 1. An assurance must be fulfilled within three months 1.
Kenya's Committee on Implementation scrutinises House resolutions, adopted committee reports, petitions and undertakings given by the National Executive 2. It examines whether laws passed by the House have been put into operation 2. Ghana's Committee on Assurances monitors the execution of all assurances, promises and undertakings made to Parliament and reports to the House 10.
Registries that record but do not grade
The UNFCCC NDC Registry lists each party's NDC with its title, language, status and date 3. It shows which document is active 3. The registry pages read for this guide hold the documents themselves and do not score them 3.
The UK written statements database publishes each statement with a Written Statement Identifying Number assigned per session 9. It is a record of what ministers said, not a tracker of delivery 9.
UN voluntary commitment platforms
The UN SDG Knowledge Platform holds the Ocean Conference commitments and listed 2,666 of them when read in November 2026 4. The SDG Acceleration Actions database listed 456 actions 8.
A UN DESA analysis of commitments registered at or around the 2022 Ocean Conference found 90 per cent marked incomplete 5. Of all the commitments reviewed, 7 per cent were completed, 2 per cent on track and 1 per cent cancelled 5. The analysis called for a more rigorous follow-up process 5.
Open Government Partnership
The Open Government Partnership, created in 2011, says it includes more than 70 countries and 136 local governments 7. Its Independent Reporting Mechanism is described as the main means of tracking progress in participating countries 6.
The IRM issues an Action Plan Review just after a plan is submitted and a Results Report that assesses how far commitments were completed and their early results 6. Countries with four-year action plans must schedule a refresh at the two-year mark, followed by a Midterm Review 6.
