How to find an official commitment and check what happened to it

Last checked 7 November 2026 · 10 sources

Short answer

Start by identifying where the commitment was made, then go to the official record for that venue. UK written statements sit in Parliament's database with a WSID number 1. Indian assurances are tracked through the Online Assurances Monitoring System 3. Treaty actions such as ratifications and withdrawals are in the UN Treaty Collection 5. Climate pledges are in the UNFCCC NDC Registry 4. Each record then points to a follow-up report, response or vote.

Step 1: identify the venue

A statement in Parliament, a treaty signature, a UN pledge and a company forecast each leave a record in a different place. Match the commitment to its venue first.

Step 2: find the exact text

For UK written statements, find the statement in the database by its WSID, the Written Statement Identifying Number assigned per session 1. Statements before 17 November 2014 were published only in Hansard 1.

For India, the Ministry of Parliamentary Affairs monitors assurances, and committees of both Houses scrutinise how far ministries have implemented them 2. Assurances move between the Ministry and departments through OAMS 3. The Lok Sabha committee's reports review pending assurances one ministry at a time, as the Eighty-Fifth Report did for the Legislative Department in July 2023 3.

For treaties, the UN Treaty Collection status page lists each participant with dates of signature and ratification, and footnotes record declarations and withdrawals 5.

Step 3: check the deadline

  • Indian assurances are due within three months of the date given 3
  • Australian Senate committee reports need a government response within three months 10
  • Paris Agreement withdrawals take effect one year after the depositary receives notice, as the United States record shows 5
  • UK Public Accounts Committee reports are answered in Treasury Minutes listed by month of publication 9

Step 4: read the follow-up record

Indian committee reports record requests to extend or drop an assurance and the committee's decision 3. The Lok Sabha committee has existed since 1 December 1953 2. The OGP Independent Reporting Mechanism issues reports at key moments in the action plan cycle 7. The UN SDG Knowledge Platform lets users filter ocean commitments by ocean basin, theme, SDG and type of entity 6. The NDC Registry shows which NDC is active and is not an assessment of whether it was met 4.

For UN General Assembly positions, the Dag Hammarskjöld Library notes that most resolutions are adopted without a vote 8. Where a recorded vote was taken, it identifies each member state's position 8.

Step 5: note changes of position

Look for the later record that changes the first one. On the Paris Agreement page, the United States entry shows acceptance on 3 September 2016, a withdrawal effective 4 November 2020, a new acceptance on 20 January 2021 and a withdrawal notified on 27 January 2025 5. For UN votes, voting charts from 1975 to 1982 included notices a state later sent about how it intended to vote, and charts from 1982 onward do not 8.
